[Phoenix Card] I have 2 cards i need to combine but i dont know the password for either one

It is not possible to combine two cards if they are both registered.
What you can do is, recover the password for one of the cards, purchase a new card and then complete the copy card process.
What it does is it transfers the information from the old card to the new card.
